Occult Blood competency

We have had a lot of units decide that they no longer want to do occults bloods because they don't have time to track the competency and they do not want to attend classes offered by the POC department.
If we allow these units to place the sample on the card, send it to the lab micro staff would then drop the developer and record results in the LIS.
Would we still need to do competency for the staff putting the stool sample on the card?
